The Human Side of Combat Data
Does AI at the Tactical Edge Reduce Civilian Harm or Accelerate Lethal Decisions?
In eastern Ukraine, drone operators often work under conditions where communication with command centres is intermittent or entirely lost. Russian electronic warfare units routinely jam satellite navigation and disrupt data links, forcing frontline teams to rely on whatever processing capability they carry with them. Decisions that might once have been deferred now have to be made locally, quickly and with incomplete information.
This environment raises a difficult but unavoidable question. As artificial intelligence moves closer to the tactical edge, does it enhance the ability of soldiers to discriminate between threat and civilian activity, or does it simply compress decision cycles in ways that increase the risk of error?
The answer is not theoretical. It is already being tested daily in contemporary conflicts.
Modern warfare produces a density of data that exceeds human capacity to process it in real time. Surveillance feeds, electronic signatures, thermal imagery and movement patterns accumulate faster than analysts can interpret them. Historically, this problem was mitigated by routing information to rear command structures where teams could examine it in detail before issuing guidance. That model assumed time was available. Increasingly, it is not.
In Ukraine, locally processed sensor data allows drone teams to identify potential targets without waiting for centralised analysis. The operational advantage is clear. A system that can recognise patterns of vehicle movement or unusual activity in near real time provides a survivability benefit. It also reduces the likelihood that soldiers will resort to worst case assumptions under pressure. When uncertainty is structured rather than overwhelming, responses can be more proportionate.
Yet the same dynamic can produce risk. The faster the decision cycle becomes, the less opportunity exists for contextual reflection. What appears as tactical efficiency may also reduce the space for judgement. In environments where civilians and combatants are physically interwoven, speed alone does not guarantee discrimination.
Urban conflict illustrates this tension even more starkly. Operations in Gaza have shown how intelligence driven targeting at scale can place enormous strain on oversight mechanisms. Machine assisted identification systems can generate large volumes of potential targets, but the capacity of human operators to review each assessment meaningfully does not expand at the same rate. Where tempo accelerates beyond the ability of governance structures to adapt, civilian harm becomes more likely regardless of technological sophistication.
This does not mean that artificial intelligence inherently increases risk. In many cases, the opposite is true. Systems capable of fusing thermal, acoustic and optical signals at the point of collection can detect indicators of civilian presence that might otherwise be missed. A pattern of routine movement, a clustering of heat signatures consistent with residential activity, or the absence of tactical dispersion behaviour can all provide early warning that engagement thresholds should not be crossed.
Such capabilities become particularly important in degraded or disconnected environments. When communication networks are contested, forces dependent on remote processing lose situational awareness precisely when it is most needed. Edge based decision support maintains a level of informational continuity that can prevent escalation driven by uncertainty. A patrol that understands what it is seeing is less likely to respond pre emptively out of fear.
The broader implication emerging across conflicts is that decision latency itself is becoming a strategic variable. Naval operations in the Red Sea have highlighted how missile detection and response timelines are measured in seconds rather than minutes. Grey zone confrontations in Eastern Europe demonstrate that attribution and perception can shift before formal command structures have time to respond. In this environment, distributed intelligence is not simply a technological preference. It is becoming an operational necessity.
However, necessity does not remove responsibility. International humanitarian law continues to require distinction, proportionality and precaution regardless of how decisions are informed. Artificial intelligence can assist in modelling blast effects, estimating collateral risk or flagging ambiguous situations. It cannot determine what level of harm is acceptable in pursuit of a military objective. That judgement remains inherently human and political.
There is also a psychological dimension to consider. Distance from violence has always shaped the conduct of war. As sensors, displays and algorithmic assessments mediate battlefield perception, the risk emerges that operators come to rely on systems as authorities rather than tools. If artificial intelligence is framed organisationally as a means of removing moral burden, decision makers may disengage from the ethical weight of their actions. If it is framed as a discipline enhancing capability that improves clarity under stress, it can strengthen restraint rather than weaken it.
Ultimately, edge artificial intelligence does not determine outcomes. It amplifies institutional choices. Forces that prioritise protection will use distributed processing to improve discrimination and enable earlier, more graduated responses. Forces that prioritise tempo above all else may use the same capabilities to accelerate targeting cycles without strengthening oversight.
The trajectory of modern conflict suggests that the compression of decision time is irreversible. As sensing becomes persistent and adversaries contest communications, intelligence will continue to move closer to the point of action. The critical challenge for democracies is ensuring that governance mechanisms evolve at the same pace as technological capability.
This requires more than technical safeguards. It requires training that emphasises human authority, command cultures that support judgement over automation and transparency frameworks that allow operational learning when systems fail. Meaningful human control cannot be assumed simply because a person remains nominally involved. It must be designed, reinforced and protected.
The human side of combat data therefore remains decisive. Artificial intelligence can process information faster, recognise patterns more consistently and operate under conditions that degrade human performance. It cannot assume responsibility for the consequences of force. As warfare becomes increasingly shaped by software speed and informational advantage, the preservation of human judgement will define whether technological progress contributes to protection or merely to efficiency.
The question facing modern militaries is not whether artificial intelligence will be present at the tactical edge. It already is. The question is whether institutions can adapt fast enough to ensure that the compression of time does not also compress the space for ethical decision making.
